    Be a Part of the European Union (EU) Registered Exporter System (REX)

    The Registered Exporter system (the REX system) is the system of certification of origin of goods that applies in the Generalised System of Preference[1] (GSP) of the European Union since 1st January 2017. In order to benefit from the EU GSP/Everything But Arms (EBA) preferences, Sierra Leone exporters must be registered on this system.

    It is based on a principle of self-certification by economic operators who will make out themselves so-called statements on origin. To be entitled to make out a statement on origin, an economic operator will have to be registered in a database by his competent authorities[2]. The economic operator will become a “registered exporter”.

    Becoming a Registered Exporter?

    The following steps are necessary for firms to become registered exporters:

    1. Firms submit an online pre-application using the link: https://customs.ec.europa.eu/rex-pa-ui/#/create-preapplication/.

     

    1. At the end of the pre-application a ‘pdf’ is generated. Exporters must print, read and sign this document and send hard copy addressed to: The Directorate of Foreign Trade (DFT), Ministry of Trade and Industry (MTI), 6th Floor, Youyi Building, Freetown.

     

    1. Once the document is received, the DFT must log in to their official account (https://customs.ec.europa.eu/rex-bc-ui/index.html#/search-bc-authorisation/) and confirm registration of the exporter (assigning each exporter a unique REX number).

     

    1. At the end of the registration another ‘pdf’ is generated. The DFT must sign this pdf and return a copy to the exporter.

     

    1. The exporter then attaches the statement of origin text (Annex 22-07 of the above pdfs) along with their REX number and initial date of application to the invoice of the exported products.

     

    NOTE: Registration for the process is FREE!!
